2.KEY RESULTS ACCOUNTABILITIES *Participate on Updating the Rail Strategic Plan & update initiatives related to the department goals & objectives. *Direct and analyze department strategic projects performance reports and statistical data to identify causes of related risks & develop recommendation & solutions for improvement & measure the effectiveness of these measures to ensure on time delivery of projects. *Advise in the development of the department annual budget and forecast of the department cashflow , tender plan, evaluate and recommend specific adjustments during the implementation to satisfy project needs. *Benchmark the performance of Rail Planning, design & construction projects against international best practices and introduce continuous development. *Audit ongoing projects in terms of their objectives and alignment with Rail laid down design guidelines, ensure implementation of RTA EMPO polices, Asset Management, Risk management & recommend improvement & development areas. *Analyze & monitor the performance of Rail Planning, design, & construction projects and advice the director accordingly & ensure coordination with RTA departments. *Suggest new policies and required legislations, guidelines & procedures for management within rail departments. *Manage the department maximo system, insert contract request, follow up payments, resolve issues to ensure the department financial status is well managed. *Continuously review and update projects’ objectives to ensure conformity with RTA’s strategic plan and objectives.
*Conduct periodic reviews of the running programs/projects, committees/teams and highlight the project risks to management.
*Audit and report all the technical new schemes in terms of their feasibility, synergy with the rest of the Projects network, scan the market for best available technology and provide cost-estimates.
*Ensure that key performance indicators are developed for the department to enable effective monitoring of the organization performance.
*Evaluate the consultants & contractors in terms of their capabilities & issue the performance reports on behalf of the department.
*Develop new initiatives to ensure RTA’s sustainability and continual development of its operations.
*Review of the department studies and making recommendations to the director.
* Prepare Reports and Presentations for the director.
*Perform other related duties and responsibilities associated with the position.

7.KNOWLEDGE, SKILLS AND EXPERIENCE
*Master in Business Administration from a recognized university.
*Bachelor degree in Engineering: Civil / Architecture from a recognized university .
*10 years of relevant experience in project management.
*Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
*Computer-literate performer with extensive software proficiency covering wide variety of applications.
*Exceptional listener and communicator who effectively conveys information verbally and in writing.
