KEY RESULTS ACCOUNTABILITIES

Manage the rail system design, development and implementation of rail projects.
Provide continued support and involvement to other Rail Agency Directorate on section matters to achieve successful Railway opening including design review, equipment acceptance, and testing and commissioning during planning and construction phase.
Manage the Rail System design and Development Section budget, monitor implementation, evaluate and recommend specific adjustments during the implementation to satisfy project needs.
Manage the preparation and review of reports as necessary to carry out the functions of the department. Prepare periodic reports to top management, when necessary or requested.
Ensure that the rail system design of rail project conforms to the RTA requirements and standards.
Support the Department relevant projects section with rail system related issues during post-contract stage to ensure compliance to system design basis and/or changes agreed by all concerned parties and properly documented.
Provide guidance and supervision to rail system team in carrying out the overall section duties and responsibilities.
Manage the performance management system of the section and ensure the forms are complete in all aspects including objectives and KPIs, identification of training and development needs of employees.
Incorporate the concept of sustainability to all projects involved where possible and as per the latest directives from the Authorized Governmental Body within the emirates of Dubai.
Support the roles and responsibilities of the director and Project Managers in the execution of their rail system related duties.
Responsible for the organization and tasking of the rail system Team for all pre- and post-contract design and execution issues and activities.
Active support and involvement in the pre-contract stage planning and development of projects and strategic transportation vision.
Following up and coordinating with relevant sections and department on the outstanding works during the defect liability period.
Support in the Contractor, Consultants and service providers prequalification review process for rail related projects.
Manage and follow up rail system design, installation and testing and ensure compliance to the Contract requirements and international standards and best practices.
Follow up on the implementation of IT requirements related to rail system as per the RTA guidelines and relevant standards.
Manage the development and introduction of new and changed management systems and processes required to support the integrated transportation vision and related infrastructure.
Plan, implement, verify and standardize where possible on rail systems design for constructability, maintainability, cross-network interchangeability, compatibility, system integration, efficiency and sustainability.
Responsible for the provision of technical reviews on EPC Contractor selected submissions to ensure contract specifications and the Client’s stipulated requirements are provided and responded to in a timely manner to the Engineer (includes both documentation and sample/mock-up review) in conjunction with the construction PM team.
Responsible for advising any divergence from the contract documents of the Contractors design and for raising Executive Decision Making notifications/Notification of Potential Change for any additional cost/time requirement noted during the project design and implementation process.
Ensures compliance of the rail system team to relevant Quality Assurance Procedures implemented within the Department.
Responsible for proposing Continuous Professional Development regimes for the rail system Team to ensure staff remain conversant with current trends and technological advancements within the rail industry.
Monitor the review process of FAT/SAT/Commissioning tests procedure and reports.
Responsible for regular site visits and tests witnessing as per the approved plan and procedures.
Coordination with the RA consultants and contractors on issues of Client Requirements, Systems Assurance, Risk Mitigation, safety and operation delivery certificate in coordination with relevant departments and RTA safety regulator team.
Provide rail system technical support to the Contracts & Commercial team including Change Control Committee for timely and informed decision on claims, Variation and payments.
Provide projects progress status and issues related to rail system works and prepare reports to the director and management as required.
Review the Developers rail projects system design, ensure compliance to RTA railway guidelines.
Assist in the preparation of project cost reports and other financial reports.
Manage the application of value engineering throughout the rail projects.
Direct preparation and distribution of electronic, written, and verbal information to inform employees of policies, procedures, and ensure that all
