Operation & Maintenance Manager

Develops, plans, implements and manages the goals and objectives for the Operations and Maintenance Department; prepares and administers internal policies and procedures relating to the departmental programs and activities; studies and recommends procedures and practices to improve operational efficiencies; evaluates alternatives for performing tasks including by contracting out services.
Interprets and ensures compliance to applicable rules, laws and regulations to subordinate managers, supervisors and support staff.
Strives to improve customer service through directing and overseeing departmental work plan, assigning work activities and O&M projects/ programs, monitoring work flow and project status, reviewing and evaluating methods and procedures.
Tracks the training programs to ensure that maintenance personnel are adequately trained, equipped and motivated so that the maintenance programs can be accomplished in a safe, timely and cost effective manner.
Attends O&M program review meetings to evaluate progress of on-going maintenance activities; provides needed direction at work sites; directs response to major emergencies during and after hours, as needed.
Directs the investigation of and corrects consumer and operational complaints within areas of jurisdiction.
Coordinates with other departments and provides feedback and advice to higher management on issues related to the O&M Department’s functioning and roles.
Coordinates the preparation of annual budgets for O&M Department; reviews staffing, equipment and supply needs based on recent trends and planned activities; monitors expenses according to budget allocation; approves purchase requisitions; assists in preparation of bills to chilled water consumers through providing support to Finance Department; monitors key maintenance parameters such as asset utilization, maintenance cost, PM compliance, schedule compliance, statutory compliance etc.
Interviews new staff for hiring; prioritizes and reviews work, prepares employee performance evaluations, ensures that HSE program requirements are adhered to by employees.
Internal: Within DCD and PAL Head Office
External: Clients, Suppliers
Education : Bachelors in Engineering (Mechanical Preferred).
Work Experience : 10+ years.
Knowledge : HVAC, MEP, HSE.
Skills : Estimation for Maintenance.
Ensure compliance to applicable rules, laws and regulations and direct response to major emergencies during and after hours, as needed.
