Overview / Responsibilities
Wood is currently seeking to recruit a competent PMC SCADA Manager will be responsible for the delivery and commissioning of the SCADA package for the client’s cross-country pipeline project. Our successful candidate would need to have the ability to work effectively and diligently as an individual engineer and team member in front of both internal and external customers. In this role you will need to be thinking outside the box and be prepared to address challenging areas of customer interface.
The positions is for TAPI (Turkmenistan-Afghanistan-Pakistan-India) PMC project which is a 1,814 km, 56” trans-country natural gas pipeline running between four countries (Turkmenistan-Afghanistan-Pakistan-India). Wood PMC team will execute the work from client office in Dubai. The project is expected to continue for 3 – 4 years. The initial phase of the project is to perform FEED verification work which would then follow through to EPC tendering and EPC design review. Wood PMC scope only covers the Pakistan section of the pipeline.
Provides Subject Matter Expertise in design of Pipeline SCADA and Advanced Applications by participating in or leading Shaping Plan Projects
Provides consultation and project support for leak detection applications and real-time computer-based computational monitoring of pipelines
Provision of cost‑effective engineering design solutions and high-quality services for customer.
Ensure successful delivery of high quality engineering works to time, quality, budget and customer satisfaction
Understanding of fault analysis and reliability assessments using recognised techniques such as FMEA, FTA, HAZID and HAZOP
Engage with clients to understand technical needs and develop successful working relationships
Engineering and design of transport networks over dark fiber, DWDM, and/or microwave utilizing client standards or developing new standards like the packet transport networks (such as MPLS-IP, MPLS-TP or Carrier Ethernet)
Review/approve project deliverables including specifications, datasheets, System and network architecture diagrams, engineering reports, Critical Infrastructure Protection (CIP) compliance review, drawing markups, configuration and addressing, test and handover plans
Identify, communicate and resolve issues on projects as needed
Work in multi-vendor environments with typical project requirements to integrate multiple vendors
Maintain awareness of technology and industry trends including System Architecture Evaluation (SAE) and cyber security etc.
Skills / Qualifications
Bachelor’s Degree in Engineering, Computer Science or related discipline; in lieu of degree, 20+ years of SCADA experience will be considered
5+ years of project management experience including managing SCADA programming, information solutions, and design projects
15+ years of general experience in PLC / HMI control systems, development of control system architecture, development of SCADA Master Plans, Radio Telemetry systems, SCADA Network design, development of P&ID’s, lead design engineer.
Demonstrated knowledge of principles, practices, and procedures of instrumentation, telecommunication and pipeline Automation systems.
A thorough understanding of real time SCADA systems within the pipeline industry.
Possess proven experience with development and execution of a SCADA Master Plan
Lead project teams during start up and commissioning activities
Knowledge and experience of a broad range of C&I equipment and its application in both conventional and safety related applications
Knowledge and experience of relevant guidelines, standards and practices, specifically IEC 61508 / 61513 / 61226 is desirable
Develop comprehensive understanding of ELP’s ICS networks and networked devices through automated and hands on inventory.
Develop expertise in IEC 62443 and / or NIST SP 800 -82 standards for ICS cybersecurity best practices.
Perform FMEA and Security Risk Assessments that enable development of risk mitigation and recovery plans for new systems.
Has expertise in the operation, configuration, and capabilities of Ethernet based ICS protocols such as Ethernet/IP, Modbus TCP, Profinet, BACnet, DNP3, and CC-Link IE, etc.
Experience of working in a highly regulated industry
Stays current on technology associated with SCADA systems and leak detection applications
Supports and enhances the use of casual user connectivity and advanced data analysis tools
Performs basic troubleshooting by applying knowledge of process automation, PLCs/RTUs and communications protocols.
Provides problem solving, continuous improvement and standardization efforts for SCADA-related work processes
Understands the business needs of the Control Center, and aligns work to support those needs and objectives
